Ralph A. Richter is a highly experienced professional engineer with over 35 years of federal service, specializing in the development of international standards for measuring instruments and legal metrology regulations. With over two decades of experience in the NIST Office of Weights and Measures, Richter has coordinated work on normative standards, developed guidelines for technical engineering projects, and led project teams and international committees.

Currently serving as the U.S. representative and Secretariat on dozens of international technical committees of the International Organization of Legal Metrology (OIML), Richter’s work focuses on developing international consensus standards for various measuring instruments, including gas/liquid flow measurement systems, static liquid measurement systems, mass measurement instruments/systems, pressure instruments, and length measurement instruments.
