NIST Editorial Review Process for Quantum Standards

The National Institute of Standards and Technology (NIST) has established a rigorous editorial review process for all scientific and technical manuscripts authored or co-authored by its personnel. This process ensures that published information meets NIST’s quality management objectives, particularly in terms of clarity, completeness, and objectivity.

Key aspects of the review include:
1. Verification that conclusions are supported by data and observations
2. Proper labeling and essential nature of figures and tables
3. Manuscript organization and adherence to proper syntax, grammar, and spelling rules

The International System of Units (SI) must be used for reporting measurement results, with measurement uncertainties expressed following ISO guidelines in technical notes 1297 and 1900. The review process also requires minimizing product names in favor of generic terms, with disclaimers for any unavoidable commercial references.

The review process is conducted through NIST’s Publications System, allowing authors, managers, and reviewers to monitor manuscript status. Typically, papers undergo review by five individuals with distinct responsibilities covering technical, editorial, and policy aspects, including the Group Leader, two technical reviewers, Division Chief, and an ERB Sponsor. Once reviewed by the Group Leader and ERB Chair, the manuscript is approved for release.

This editorial review process ensures that NIST’s published information is accurate, clear, and follows established standards, maintaining the institute’s reputation for quality and reliability in scientific and technical publications.
