New Extension for Disabled People to the ETSI Mobile Emergency App Framework – ETSI

ETSI TS 103 871 defines a multi-party Real-Time Text protocol to extend the Pan-European Mobile Emergency Application (PEMEA) framework with character-by-character text exchange capabilities between users and Public Safety Answering Points. This extension specifically enhances accessibility for disabled individuals by enabling seamless communication during emergency calls regardless of the user’s roaming location. The PEMEA architecture addresses current fragmentation by allowing hundreds of existing 112 applications to interoperate across different European regions and countries. By standardizing these protocols, the specification ensures that emergency data reaches the correct answering point while supporting inclusiveness across the continent.
