The 9th ETSI-IQC Quantum-Safe Cryptography Workshop featured executive and technical tracks covering EU quantum-safe initiatives, national policy updates in Germany and the USA, and industry migration strategies for finance and telecommunications. Participants reviewed real-world quantum key distribution deployments in Asia and Europe alongside the finalization of NIST post-quantum standards and new ETSI standards for cryptography and QKD. The event emphasized viewing QKD and post-quantum cryptography as complementary solutions, while addressing critical migration challenges, cryptanalysis results, and side-channel attack vulnerabilities. Key use cases for post-quantum adoption were highlighted, including Fido2 authentication, the Signal protocol, and firmware integrity, with a focus on certification and testing frameworks. The workshop concluded by identifying ongoing challenges and outlining plans to engage new stakeholders in the journey toward quantum-safe digital infrastructures.
