ETSI New Specifications on Scenarios for Emergency Communications in Disasters – ETSI

ETSI’s Technical Committee for Satellite Earth Stations and Systems has published two standardized reference scenarios to define user requirements for emergency telecommunications in disaster zones. The first specification, TS 103 260-1, addresses major urban earthquakes where responders are widely distributed and require satellite networks to replace disabled infrastructure. The second specification, TS 103 260-2, covers mass transportation accidents like train crashes in rural areas where responders are concentrated and need a communication hub to supplement minimal existing systems. These documents provide a technology-agnostic basis for estimating capacity and defining topological models to guide the design of voice, data, and multimedia services for first responders.
