Developed by ETSI TC RRS, the specifications ETSI TS 103 235 and ETSI TS 103 379 enable dynamic spectrum negotiation among multiple services, as demonstrated in a successful pilot in the Netherlands. This system allows Programme making and special events (PMSE) users to share four channels in the 2.3-2.4 GHz band while significantly reducing interference and shortening response times. The Dutch administration plans to deploy a permanent LSA service based on these standards, with future goals to include radio amateurs, governmental spectrum use, and additional frequency bands for professional audio equipment.
