ETSI unveils 2025 Fellows at its 85th General Assembly – ETSI

Serge Raes is recognized for his decades of technical leadership in ETSI, including his work on the TETRA standard, his role as a Project Team Leader in the 1990s, and his key contributions to the 3G Patent Platform and the DARE database restructuring project. His service as Vice-Chair of the IPR Special Committee from 2010 to 2022 was highlighted by a certificate acknowledging his extensive subject matter expertise and dedication to the ETSI community. Alex Leadbeater is honored for his 24-year involvement in ETSI security, where he has chaired multiple security groups and driven major standardization efforts in TC CYBER, Secure AI, and NFV. His work has supported law enforcement obligations since the advent of 3G and included leading the ETSI Security Conference for several years while representing the organization in global regulatory activities. Both individuals were recognized for their outstanding contributions to ETSI’s technical and governance frameworks.
