ETSI releases standard on Pan-European Mobile Emergency Application – ETSI

ETSI has released Technical Specification TS 103 478, which defines the architecture for Pan-European Mobile Emergency Applications (PEMEA) to enable interoperability among the hundreds of existing 112 emergency calling apps across Europe. This standard addresses the current limitation where apps are restricted to specific Public Safety Answering Points (PSAPs) by establishing a framework that allows any compliant application to transmit accurate caller location and data to the most appropriate emergency center. The specification details the functional entities, interfaces, and data protocols required to ensure that citizens can use their preferred smartphone apps regardless of their location. With 21 emergency applications already committed to compliance, this initiative aims to create a unified, standardized emergency communication network for the continent.
